Your performance goal is the exact result you tell Meta to chase inside an objective, set at the ad set level, and it is the real instruction that decides who Meta goes out and finds for you.
Here is where it lives in practice. You pick an objective like Sales at the campaign, and then inside each ad set you choose the performance goal that says what "good" actually means. Two ad sets can sit under that same Sales objective and still be told completely different things: one is told to get you the most purchases it possibly can, another is told to get the most purchase value, and a third is told to hold a certain cost per purchase. Same objective label on top, three different jobs underneath. This is the setting Meta used to describe as optimizing for ad delivery, so if that older wording is still in your head, this is the same lever with a clearer name.
It matters because this setting often decides more than the big objective label sitting above it. The objective sets the broad direction, but the performance goal is where you tell Meta whether you care about the number of results, the value of those results, or the cost of them. Get it wrong and Meta does exactly what you asked, faithfully, which is the problem. Tell it to chase volume when you actually wanted value and it will happily bring you a pile of cheap, low-value purchases and call that a win, because that is the instruction you gave it.
Pick the performance goal that matches how you actually make money, not the one that produces the nicest-looking count. If a handful of big orders matter more to you than a crowd of small ones, optimize for value, not volume. And whatever you land on, make sure the event you are optimizing for is one Meta can genuinely see happening often enough to learn from, because if that signal is rare, the delivery system will struggle no matter how right your goal is on paper.
The objective says what game you are playing; the performance goal says how you keep score.
