The optimization event is the single action you tell Meta to go find more of, chosen at the ad set level, and it is the one thing the delivery system actually chases with your budget.
When you are building an ad set, one of the fields you fill in is the action you want Meta to optimize for, and that choice quietly runs everything downstream. If you set it to purchases, Meta goes out and looks for people who are likely to purchase. If you set it to add to cart, it looks for people likely to add to cart. Whatever you pick becomes the target, and Meta spends your money going after the people most likely to take that specific step.
This is also the event the learning phase counts, which is why it matters so much mechanically. Meta's guidance is that an ad set needs roughly fifty of the optimization event in a week to get through learning and settle into stable delivery, so the event you choose is both the destination and the yardstick the system uses to figure out who to show your ads to.
Choosing well is one of the most consequential decisions in the entire ad set, because Meta is ruthlessly literal about what you ask for. Point the system at the wrong action and it will faithfully go and bring you exactly that, which in practice can mean a flood of cheap add to carts from people who were never going to buy, all while your reports look busy and your bank balance does not move.
Optimize as close to the money as you can, which usually means the purchase, but only if you can actually feed the system enough of that event to learn from. If real purchases are too rare for the ad set to reach around fifty in a week, a mid-funnel event can be a pragmatic stand-in so the system can learn at all, but be honest with yourself that you are now optimizing for a step before the sale rather than the sale itself, and keep checking that the cheaper event still leads to real revenue on the other side.
Pick the event that is closest to the money you can still feed enough of, because Meta will bring you exactly what you ask for and nothing else.
