Follower Ads are ads whose specific goal is to grow your account's follower count by putting your account in front of a targeted audience.
You run them to build the audience itself. X recommends your account to people likely to follow it, usually with a follow prompt attached, and bills you around the follows you gain rather than clicks or views.
Say you spend to add two thousand followers before a launch. Cost per follower reads fine in Ads Manager, but three weeks later you check how many of them see and engage with your organic posts. If they went quiet the moment they followed, you paid for a number, not reach.
A bought follower is not a warm follower. People inflate the count for social proof and forget that followers gained through an ad tend to engage far less than the ones who found you on their own.
Followers are only worth what they do after they follow.
