A call to action is the button on your ad that tells the viewer the one thing to do next.

You choose it from TikTok's list, options like Shop Now, Learn More, Sign Up, or Download, and it appears as a tappable button on the ad. It sets the expectation for what happens on the other side of the click, and you can pair it with a spoken or on-screen prompt in the video itself.

Say your video ends with you holding the product and saying, "tap Shop Now to get yours." The matching button gives the interested viewer an obvious, single path forward instead of leaving them to guess, and the two prompts reinforce each other.

The button does not create desire, it only collects it. A strong CTA on a weak video still fails, because if the first few seconds never sold anyone, there is nothing for the button to catch, so the video does the convincing and the CTA just points the way.
