A TikTok campaign has three levels stacked inside each other: the campaign, the ad group, and the ad.

The campaign sets the goal, like sales or traffic. Inside it, each ad group decides who sees the ads, where they run, when, and how much of the budget goes there. Inside each ad group sit the actual videos people watch. One campaign can hold several ad groups, and each ad group can hold several ads.

So a single sales campaign might have one ad group targeting new shoppers and another retargeting people who visited your site, each with its own daily budget. Inside the retargeting group you run three video variations, and TikTok pushes more delivery toward whichever one converts cheapest.

The structure only works for you when each ad group holds enough budget to actually learn. Split one small budget across eight ad groups and none of them gets enough conversions to exit the learning phase, so TikTok never optimizes properly and your results stay noisy and expensive.

Fewer, better-fed ad groups beat a pile of starving ones.
