A Pinterest business account is the account type that gives you advertising, analytics, and the catalog tools, and it is required to run any paid campaign.

You either convert a personal account or open a business one from scratch, then confirm your website and set up billing. Once that is done you get access to Ads Manager, audience insights, and the ability to upload a product feed. A personal account cannot buy ads at all, so this is step zero.

A jewelry seller with a personal Pinterest profile converts it to a business account, claims their Shopify domain, adds a card, and only then sees the "Create ad" option appear in the top navigation.

Domain claiming is the part people skip. Without a claimed and verified website you lose attribution on Pins that link back to your site, and catalog ingestion will not run. Claim the domain before you spend, not after the numbers look wrong.

No business account, no ads. Full stop.
