You log in with a business account, then create a campaign, set an objective, define ad groups with audience and budget, and attach the Pins you want to promote. A homeware brand opens Ads Manager, picks Conversions, builds one ad group targeting a keyword list around "small kitchen storage," sets a daily budget, and promotes six existing product Pins. Two days later they read the results table to see which Pins drove add-to-cart events.
It is not the same as the Business Hub. People conflate the two. The Business Hub holds organic analytics, audience insights, and trends; Ads Manager is where money moves. You need the account to reach both, but the paid controls live only in Ads Manager.
