The delivery column in Ads Manager is the status column that tells you, at a glance, what state each campaign, ad set and ad is actually in, and it is the first place you should look the moment a number stops making sense.
When you open your account and glance across that column, you are reading the health of everything you have built. Active means it is running the way you set it up. Learning means the ad set is still working out who to show your ads to, so the results you see are not yet the results you will get. Learning limited is different and worse, because it means the ad set got stuck and is not collecting enough of your optimization event to ever finish learning. Not delivering means something is actively stopping it from spending, whether that is a paused parent, a schedule that has not started, or an ad that got rejected. In review means Meta has not approved it yet, Scheduled means it is approved but waiting for its start time, Off means you switched it off yourself, and Completed means a lifetime run reached its end.
This matters because most people who are new to this stare at spend and results and completely miss that the delivery column already answered their question. If an ad set says Not delivering, no amount of rewriting the headline or swapping the image will change anything, because the problem is not the creative, it is that the money is not moving at all. You fix why it will not spend first, and only then do you go back to arguing about the copy.
Read the column from the top down, because the status rolls up from campaign to ad set to ad. An ad can sit there looking perfectly Active while nothing is spending, simply because the ad set above it is Not delivering, which in turn can be because the campaign above that is switched off, so when something goes quiet you start at the campaign level and work your way down rather than blaming the ad that was innocent all along.
When something feels wrong, read the delivery column before you touch anything else.
