Your account timezone is the clock every report and every daily budget in the account runs on. It is set when the account is created and cannot be changed afterward.
Your numbers look off by a day, or a daily budget seems to reset at an odd hour, and the culprit is often this. Meta locks the timezone at setup, and from then on every "day" in your reporting, and every daily budget's midnight-to-midnight window, is measured on that clock rather than your wall clock. If the account was created on a timezone that is not yours, your Monday figures actually cover part of your Sunday and part of your Monday, and you never quite notice why the edges feel fuzzy.
This matters because it quietly bends every report you read and every day-over-day comparison you make, and since you cannot change it, you have to read around it. The moment you line up Ads Manager against your website analytics or your bank statement, and they sit on a different timezone, the day boundaries stop matching and small gaps appear that are not real problems, just clocks disagreeing.
Because it is permanent, the time to care about the timezone is when you create the account, not after. Once it is set, your only real options are to know it and mentally adjust, or to set your other tools to match it. If a timezone is badly wrong for your business, the only true fix is a fresh ad account, which is not a small undertaking, so it is worth getting right on day one.
You cannot change the account clock later, so the day to think about it is the day you open the account.
