Conversion actions are the specific results you tell Google to count as conversions, each one defined and given a value in your account so Smart Bidding knows what to chase.

You set these up when you decide what a win actually looks like for your business. A purchase is a conversion action. A submitted lead form is a conversion action. A phone call over a certain length, a newsletter sign-up, a booked demo, each one is a separate result you have named and told Google to record. Every time someone completes one after clicking your ad, it lands in your account as a conversion, and that is the number your reports and your bidding are built on.

The reason this matters so much is that Smart Bidding does not know your business. It only knows the conversion actions you feed it, and it will spend your budget relentlessly trying to produce more of them. If you value each action honestly, so a real sale counts for its real revenue while a newsletter sign-up counts for far less, the machine learns to buy the traffic that makes you money. You also get to mark actions as primary or secondary: primary actions are the ones bidding optimizes toward, secondary ones are just recorded for you to watch, and that single switch quietly decides what Google chases on your behalf.
